Four Reasons Why Ethiopia Wont Go to War Against Eritrea

A lot of discussion has gone on in the cyberspace after Ethiopian Prime Minister Hailemariam Desalegn conducted an interview in which he warns that Ethiopia's policy has shifted towards Eritrea, and threatened his country is now determined to unseat Eritrean President Isaias Afwerki by force.

But as Fikrejesus Amahazion pointed out in a recent article, this new shift in policy isn't new at all. In March of 2011, while speaking to journalists at a press conference in Addis Ababa, the late Ethiopian dictator Meles Zenawi announced his 'new' shift in policy towards Eritrea, as well:

“We will work towards changing Eritrea's policies or its government. This could be done diplomatically, politically or through other means." He clearly implied war.

Eritreans know every few years or so, the belligerent regime in Addis Ababa beats the drums of war by making announcements claiming they have shifted their policy towards Eritrea. Since signing the Algiers Agreement in 2000, this predictable saber rattling has been a mainstay of Addis Ababa's policy towards Asmara.

In reality, however, Ethiopia's reckless policy has changed very little since signing the agreement. It's policy has been to train, arm and fund numerous terrorists groups to destabilize Eritrea, including al-Qaeda-linked groups such as the Eritrean Islamic Jihad Movement and the Red Sea Afar Democratic Organisation, the later being a purely Ethopian created terrorist group that seeks to give the Ethiopian regime access to Eritrea's Red Sea coast.

Ethiopia's latest bravado shouldn't be treated any differently than the usual saber rattling. After all, most of us know from experience that when a person warns someone they will fight them, that usually implies he or she doesn't want to fight at all. People who really want to harm someone wouldn't give the element of surprise away to their foes. Only the ones that desperately don't want to fight threaten others that they will fight. In poker, it's called bluffing. Among warring countries, it's called psychological warfare.

Since many people are giving their opinions on why Ethiopia will go to war with Eritrea, here are four reasons why Ethiopia wont go to war with Eritrea:

  1. Ethiopian forces are stretched thin. According to TheReporterEthiopia, a regime affiliated website, Ethiopia has deployed over 10,000 soldiers in various countries including 4,200 troops to the Abiye region of Sudan, 4,000 soldiers in Somalia, and thousands in South Darfur under the auspices of a UNAMID peacekeeping mission. This figure is not including the tens of thousands of Ethiopian soldiers permanently stationed in the Ogaden, and Southern Ethiopia due to rebel activities from Ogaden National Liberation Front and Oromo Liberation Front. So even if it wanted to, Ethiopia does not have (at present) the man power to sustain a war against Eritrea.

  2. Any invading military needs to pay its men to risk their lives to fight. Even Syrian jihadists, who profess they are fighting for their God, are being payed monthly wages by Saudi Arabia and Qatar to fight the Syrian regime. Unfortunately for Ethiopia, it does not have rich Gulf states to back their adventurism into Eritrea. Any war against Eritrea will have to come out of their aid budget from the West, which accounts for over 90% of the regime's annual budget. Adding to its financial woes, Ethiopia is also committed to spending 4.8 billion dollars on the Renaissance Dam's construction, which has been taking much of it's annual budget over the years, and leading to their soldiers not receiving wages for months on end.

  3. Ethiopia going to war with Eritrea will ultimately bring Egypt into the conflict to some degree. In fact, there are reports indicating Egypt is seeking a military defense pact with Eritrea. In the current Ethiopian-Egyptian tension over the controversial Renaissance Dam, the Egyptians are probably hoping the Ethiopian regime attacks Eritrea so they can use the attack as a pretext to deliver surgical airstrikes to destroy the dam and Ethiopian air force bases. 

  4. Ethiopian military is in bad shape, even by African standards. Over the last year alone, thousands of Ethiopian troops have defected to Eritrea, including five Ethiopian air force pilots. The Ethiopian military also lacks the discipline, skills or the will to wage war against Eritrea. Keep in mind, this is a demoralized Ethiopian military that's fresh off of a defeat in Somalia, in which one CNN anchorwoman described as, "Ethiopia left with their tails between their legs." This is also an Ethiopian military that can't even defeat rag-tag rebel groups such as the ONLF and OLF within its own border. So it's capacity to win a bloody, costly and protracted war against a larger and much formidable Eritrean military is out of the question.

  4. You left out something very important in this equation. What if somebody gave ethiopia money to start a war?

    Look at ethiopias national debt before the border war, before the Somali invasion and you will notice how their national debt always gets lowered after the wars.

    The only reason why TPLF is dangerous is because everybody knows that they will do everything for power. I don't fear Tplf. I fear what America will order TPLF do from ethiopian soil to damage eritrea. Why else would they give ethiopia aid and cover all their expenses, if not for control?

While the mafia group in Eritrea has been destroying our military capabilities including its manpower (Arresting brilliant pilots like Dejen, Habtetsion Hadgu...) the weyanne junta has been expanding its air force unit, military personnel and have equipped their defense with latest military equipments. Our army is purely armed with old military instruments mainly captured during our armed struggle and our air force is nonexistent. I was in the army and what we have is a nominal defence forces and the sad part is the weyanne junta knows everything. And that is due to the fact that while the mafia group pfdj is concentrated in expanding the worthless festivals and dances all over the world, the weyanne junta was arming from its toe to nose.
    May god protect our country from the mafia group called pfdj and weyanne aggression.

    Well said!!! We know deep inside our military and like you said the weyanna has all they need including intelligence inside Eritrea. When I escaped the endless slavery in Eritrea I met an Ethiopian from Tigray who used to live in Eritrea and become an intelligence officer and what he told me really shocked me. What he told me is that they even know which unit leader is on leave of absence, vacation, sick, frozen.....halay melay degefti higdef kea they still talking childish.

  14. Considering Ethiopia relies on U.S. logistics, funding (aid), training (U.S. military trains Ethiopian soldiers) and sanctioning Eritrea on your behalf, most rational people would conclude it is Ethiopia that deeply relies on the U.S. to face Eritrea.


    FYI, statistically speaking, Eritrea is well ahead of Ethiopia in just about every important socio-economic indicator.

  15. It seems you are completely detached from reality. Thousands of Ethiopian troops have defected to Eritrea this year alone. In previous years, even an Ethiopian General and his trusted colonels, along with 350 soldiers defected to Eritrea, too. What's alarming about Ethiopia's high profile military defections is they are not conscripts ---they are people who willingly signed up to the military to earn a paycheck. So for these soldiers to defect to Eritrea in such large numbers is a strong inkling of the deteriorating situation in Ethiopia's armed military.

  19. What do u mean let Ethiopia use our ports free of charge? That sounds like a victim giving up a legal fight that u have won already. Badme belongs to Eritrea & the sea access belongs to us. The right solution is sooner or later Ethiopia must vacate Eritrean territory. On access to the sea we must charge for services of our ports. It is an important asset of the Eritrean people. I believe we should not charge them high rates like Djibouti is currently doing, because that is there right to charge whatever u like for services u provide. It would be a show of good neighborly kindness for Eritrea to charge Ethiopia a reasonable amount for access to the sea. To simply give them free access because they vacate from our territories after more then a decade of occupation & countless conspiracies, sanctions,etc... is just plain foolish.

  25. From 1991-1998, Eritrea did not charge Ethiopia for the use of its ports. Once a new regime is put in place in Ethiopia that respects international law and Eritrea's sovereignty, Eritrea will probably go back to its policy of providing free port access to its landlocked neighbor.

    Question to the writer, Where did you get those statistics? For example like 90% of Ethiopia's budget is from us, Ethiopian forces are stretched thin, and mentioned less than 20,000 personals but compared to Ethiopian population it is insignificant. By the way, those you mentioned mercenaries are "cash caw" to Ethiopian government by getting paid by UNAMID or US. Above all, you need to Cite your sources. You sound like trying to mislead us with this cheap analysis. And when you make a conclusion you should compare both countries weak and strong side.

    I think you didn't know the real situation in East Africa especially in Ethiopia. let me give you some hints

    1- for the last 23 years Somalia was failed state but Ethiopia leading mission changes all thing in today's Somalia. That was Ethiopia national interest when our neighbor countries get peace our country also benefited.

    2- UN/AU/IGAD/other international institution choose Ethiopia Army for a peace keeper in many countries that was not come as accidentally. It was hard work in the country moderns army standards.

    3- Ethiopian people didn't want any war with any other country the foreign policy of the country live with other country in peace,development and win win strategy. where as when foreign invaders come Ethiopians gave appropriate answer for invaders and keep the country sovereignty.

    4. Finally Ethiopia main enemy is poverty so we want to apply our resources to eradicate it but if any country try to touch the country's land the army take immediate action. That is why Eritrea couldn't start war at Ethiopia face to face rather proxy war in Somalia by assist Alqaida linked Alshabab group for this Eritrea punished by world community.

    There fore don't worry Ethiopia don't start war with Eritrea unless and otherwise Eritrea try to touch our sovereign land Bademe.

  34. Egypt couldn't attack The Renaissance Dam from Eritrea b/c not only the difrence of distance b/n dam and Eritrea over thousand km but also The strength of Ethiopia Air Force. Whereas if Eritrea try to cooperate with Egypt to distabilize Ethiopia, Ethiopian Air Force can attack Asmara and all Eritrea territories. For evidence It was seen by 1998-2000 boarder war Ethiopia Air Force destroy Asmara Airport, Sawa military training center and Eritrea Air Defense bases.

  55. According to your opinion, does this mean that, Ethiopia would do what ever it wants to do in a bit, had it not bin for the Ogaden, ONLF, Egypt and other Ethiopian factors?


    It seems that you are admitting that the Ethiopian force could do what the Prime Minister has said earlier this month had it not be for the four points you said. The bigger picture that you undermined, you took out from the equation is the Eritrean Defense Force and the Eritrean people.


    It already shows that you are looking for other factors to survive the attack if it is going to happen. Very Bad.

    I do not think you get the point. Eritrea never gave Ethiopia free access. There is always fees linked to the services and products.
    However, I can help you saying this. We never asked hard currency to componsate the services rendered. They use to pay in Birr and it was okay as we used the Birr to buy goods (consumable) from Ethiopia.
    The bottom line though as stated by President Issayas in one of his Q & A with a jounalist "Ethiopia can choose any port among the neighboring countries. It is to the benefit of Ethiopia to have many choices" among others Djibouti, Barbara, Mombasa, Port Sudan and Eritrean ports of Massawa and Assab.
    Free no way and will not be dreamed.

    In Tigray, begging is a legitimate profession. It's just like any other profession. When people ask you what you do for a living, you can say "I am a beggar" or "Lemine iye Zinebir." And people will not think anything of it. Just like somebody would answer "I am a nurse or a teacher or a police officer" Tigrayans do say "I am a beggar." It is seen as a legitimate and clever way of making a living.

    In Asmara, Tigrayans were famous for begging in order to avoid breaking a dollar. I am serious! Honest to God this is true. They used to say, "Intay gedisuni. Lemine Zeydirer iye kab Kirshi Zeshirif." They would prefer to stand in a corner and beg because they didn't want to break a dollar.

  76. Alec, free port does not mean you don't pay for port services. Payment or fees for port services (wedeb agelgelot) is always there whether it's a free port or not. Ethiopia enjoyed Eritrean ports as free ports from 1991 - 1998.
    So what does free port mean? To answer this, let me use an example:
    Let's say you shipped a car to Eritrea. By the time the car gets to the port, you will need to pay both for port services and, of course, the necessary tax for the value of the car in order for the car to be released to you. However, if you ship a car to Ethiopia through one of the Eritrean ports, you will pay only for the port services. You will pay the tax on the value of the car to the Ethiopian government. You will not pay the tax twice! That is what free port essentially is. So port service fee is always there whether it is your own port or somebody else's. Also, Ethiopia can enjoy an extremely low port service fee rates depending on its relationship with its neighbors.
