Djibouti-UAE Diplomatic Crisis Brings Gulf States Closer to Eritrea

Following the altercation in Djibouti on 27 April between Wahib Moussa Kalinleh, the commander of Forces aériennes djiboutiennes (FAD – Djibouti air force), and Ali Al Shihi, Vice Consul of the United Arab Emirates (UAE), Djibouti and the UAE diplomatic relations on 4 May, 2015.

The UAE consulate in Djibouti was closed on 28 April. Then, on 29 April the departure of the Gulf Cooperation Council (GCC) troops based on a plot of land that Djibouti had put at its disposal in Haramous in early April to set up its military base: the crisis is dragging on and is leading to a vast reshuffle of the regional alliances.

Still using his country’s strategic position in the Gulf of Aden, Djibouti President Ismaïl Omar Guelleh (IOG) is strengthening his country’s ties with China.

Meanwhile, Eritrea, Djibouti’s longstanding rival, is also upsetting alliances to draw closer to the Gulf States.

IOG Stokes Competition Between USA and China

On 9 May, IOG suddenly declared to AFP that he was in negotiation with China about setting up a permanent Chinese military base in Djibouti. This was taken as a slap in the face by the Americans, particularly as it came just four days after the official visit to Djibouti by US Secretary of State John Kerry.

China is developing massive port, rail and airport infrastructure in Djibouti. But so far, they have been purely civilian investments.

There is one, at least partial, explanation to IOG's act of bravado: John Kerry declined to intervene with the Emirates to settle the diplomatic crisis with Djibouti. The Djibouti president had asked him to do so when they met in Paris on 8 May at the meeting of GCC foreign ministers. IOG was so confident in the American intervention that on 7 May he recalled the special delegation led by the general chief of staff, General Zakaria Cheikh Ibrahim and his investment advisor, Fahmi Ahmed El Hag, which was sent to Abu Dhabi to revive the dialogue between the two countries. In fact, what the President of the UAE Federation and Emir of Abu Dhabi Sheikh Khalifa bin Zayed Al-Nahyan, wanted was an apology from the Djibouti Head of State.

Sheikh Khalifa had lost faith since Djibouti’s unilateral revocation in July 2014 of the Doraleh Container Terminal concession contract with the Dubai company DP World. IOG, for his part, was strongly irritated by the fact that a red carpet was rolled out for Eritrean President Isaias Afewerki, in Riyadh on 28 April and felt the Gulf States had abandoned him. That was why he was in no hurry to settle the dispute with the UAE, Saudi Arabia’s ally in the GCC.

Eritrea Lying in Wait 

This disgrace was finally confirmed on 29 April, when King Salman bin Abdulaziz al-Saud of Saudi Arabia concluded a security and military partnership agreement with Issayas Afeworki. The Indian Ocean Newsletter has learned that Asmara offered Riyadh to have the GCC military base in Eritrea rather than Djibouti.

A few days previously, two delegations from Saudi Arabia and the UAE had moreover visited the Eritrean ports and islands. In return, the Gulf States undertook to modernize Asmara airport and build new infrastructure. In this strategic thaw with Asmara, the UAE and Saudi Arabia have gone back on the strong reticence they felt until recently against the Eritrean president. Only a short time ago, it was Iran that allegedly used Eritrea as a base to supply arms and train the Shiite Houthi rebels of Ansar Allah.

  5. We are through and through Africans!! We never and would not bend for anyone unlike you. We never dream of abandoning our African pride. The only commonality we have with the Arab world is Red Sea! You would not know about that as your country is LANDLOCKED and do not understand truthful neighbouring. You would rather have Djibuti as an allay or a neighbour as you have a lot in common. I.e. Backstabbing, bending for anyone, addiction to kchat..etc etc

  7. Ethiopia is landlocked because Eritrea is occupying illegally the asab administration that was part of Ethiopia. That will change sooner or later. The Arab states, under Arab League, long term plan is to include the Red Sea in to the "Arab pool". Eritrea and Djibouti are the only nation left to do that. Since Eritrea is trying to be part of the Arab League the dream of the Arab league to include all the Red Sea cost to the" Arab pool" will be realized soon. This is very significant because Eritrea just like Ethiopia has a big Christian population that resisted the Arab world culture and life style. that will change soon if Eritrea opens up to accommodate the Arab League so that Arab nations can influence Eritrea's religious and social culture. The Arab league wants some country to be their member so that they can influence that country's politically as well as economical foundation to become Muslim dominated country. In general the Arab league wants country to be Muslim dominated so that they can influence the politics of that country through the religion than secularism. What all Arab league members have in common? religion. Most regional organization member countries have in common is geography boundary, like AU, EU, but the Arab league has religion

    5th- Eritre advocates “friendship diplomacy” of “good-neighborly friendship, neighborhood watch,” promoting the construction of Eritrea & Saudi community of Common Destiny and development of interconnectivity, stressing the idea of “amity, sincerity, mutual benefit and inclusiveness.” It is a strategic thought based on geographic region and centered on common interest, which is conducive to promoting the coexistence and common prosperity of Eritra and its neighboring countries. And a successful peripheral policy is also needed because the our enemies almost certainly try and block Eritrea’s relations with other countries. bcuz they don't want Eritrea to be the next player in Africa.

  36. Firs of all these is all your imagination. Secondly, do you know what GCC mean and which countries it comprises of? It's Saudi, UAE kuwait, Quatar, Bahrain and Oman? This countries have three things in common, loads of oil, loads of money and family interlink among their leaders. GCC has no interest in expanding to Arab world let alone to Africa. If they want to expand, their priorities would have been their immediate vicinity. I.e Yemen, Jordan, Lebanon even Egypt to mention few.
    Eritrea did not even get influenced by major power never you mind Arabs who do not even command their own armies!! Oh by the way it's capito not Gabito! It's an Italian word not Tigraway.

    Jartie, I can not thank you enough for pointing out Red Sea being the shortest route to Europe. I always thought via South Africa was the shortest route.

I am at home in any one country of the Red Sea States. Old or new; a fart is just a fart! The "Q" then is, will it make a noise if no one is there to hear it?     Only in HGDEF world this kind of important news for the Eritrean public is communicated in a semi-offial websties instead of the regimes propoganda mouth Eri-TV or Radio stations. HGDEF doesnt care about Eritreas living in Eritrea, and never care to inform them. BTW if HGDEF had build one more runway closing down the airport wouldnt have been neccessary but 24 later we are still having a single runway in the airport. Once Yemen airlines blocked the only runway and the whole airport was closed for 3 days. And what about the road from Massawa to Asmara? If the aircarft will land on late evenings, taking a car on the road from Massawa to Asmara can be very dangerour s and many lives will be lost for sure. And are there enough trasportation or people are expected to pay for taxi which will cost them several thousends Nakfa? Massawa airport project was a typical African dictators project and it has been abondend for several years, and i guess the dictator is directing the flight to there just to satisfay his ego and nothing else. Once closed most probably Asmara airport wont open again, it is the same story as it was the case with Asmara university.
