Asmara's city center needs a facelift

Asmara today, although still beautiful, is not where it should be. I recently asked someone who returned from Eritrea to get his thoughts of the city. He said:

 "Asmara's city center has seen better days", which is his nice way of saying the city administrators haven't done their jobs properly.

He added that he doesn't understand why Harnet (Liberation) Ave and its adjacent streets are allowed to have buildings, sidewalks and roads that are in poor shape when these areas are the pulse of the country.

He's right.

There is no excuse for the city's administrators to allow buildings in and around Harnet Ave to look rundown. It reflects poorly on the government, and also makes visitors less likely to return, which hurts the country financially, since Asmara's city center is the moneymaker in terms of tourism in the country.

To be fair, the city administrators inherited Asmara after it was neglected for 50 years by previous British and Ethiopian administrations. So the deterioration of the buildings, sidewalks and roads was already present long before it was their turn to manage it.

The administrators of Asmara have also started adding improvements to beautify the city this past year. Recently, a community recreational center costing 6 million Nakfa was constructed in the Gejeret Administrative area of Asmara, while a park in the Edaga-Hamus sub-zone of the city received renovations costing 5.5 million Nakfa. Additionally, Asmara's Mai Jah Jah Fountain and its environs are being renovated at a cost of more than 8 million Nakfa (US$532,000).

I know some people reading this are thinking we have bigger issues to spend than beautifying Asmara, but I disagree. Think of the last time you wore a nice looking new outfit and how that made you feel? Did it not make you feel more confident and put you in a better mood? On the other side of the coin, think of the last time you wore something you felt was awful, how did that make you feel? Usually crummy, right? Well, that's the point i'm making. How we present ourselves to the world, regardless if its the clothes on our backs or the city's we live in, impacts our moods and behaviors. So it's important we make sure the city is looking good.

If money is an issue, as it always seems to be the case with states that invest heavily in social services, then the government should focus on the little things to improve the city center. By that I mean the government should provide buildings on Harnet Ave and its adjacent streets with plaster, a fresh coat of paint, and should replace the outdated sidewalks in these areas with something more modern. This will change the appearance of this area significantly while still keeping costs relatively low.

Ultimately, if the city administrators want to maintain any future improvements to the city center's appearance, they should consider passing a law that makes the building owners pay a fine if their building isn't well maintained. To do this, they should create a team of qualified building inspectors to check annually on the conditions these buildings. If they fail the inspections, they should be given a fine, and that money can be used towards its improvement by the state.

First world cities need first world human behaviors 

Any improvement to Asmara's appearance must be accompanied by improvements of the people's behavior. That means a ban on all livestock and other animals in the city should be enforced. Nothing screams 3rd world than a donkey aimlessly walking passed you just a few streets from Harnet Ave. Additionally, police need to issue fines for people who litter, jaywalk, urinate, and who don't follow traffic rules. Just because we're a developing country does not mean we have to behave like one.

As you can see from these relatively new pictures from Asmara, the city could use some minor work like new sidewalks, more jacaranda and palm trees, plaster and paint work to make it look like its former glory.

  3. I should point out that the person who said "Asmara's city center has seen better days" also wants to permanently live there. He is a U.S. citizen and is working hard to move to Asmara by January. So although he criticized the visual appearance of some of the buildings in the city center, it hasn't deterred him from wanting to live there for good.

Last time I was walking there I saw a kid, who couldn't be any older than 12 throwing pieces of paper, to which I yelled at him and demanded that he pick them up. Although he seemed to have been surprised, he picked them up. But, I suspect he probably drop them on another part of the street when nobody was watching.
    The point is we have to bring back the culture that we had, when dropping anything, let alone peeing on the street, was being frowned upon and actually carried with it some financial penalty to the abuser by our Municipio. Now, it is routinely done in public with no shame whatsoever, and with no one to administer any punitive steps to the violator!
    Yes, what about the disgusting Akhta (spitting) on the sidewalk with no respect to others is passing by. This may not be noticeable, but, how about people poking their nose in public to get their booger out. Listen, we may all have done this, at one time or the other. But, we don't do it anymore. Why? Because we were told or had observed as being not proper to do it in public. But, over there NOBODY says anything when such thing happens, and guesses what? Everyone is bound to do it. Heck, I have even heard someone saying, "well, we are third world"! We are third world , but do we have to act and behave like every freaking Third world?
    The buildings are COMPLTETELY neglected and forgotten. I agree with the writer there is lack of administration in Asmara. They seem to be happy watching crumbling buildings. NO EXCUSE please

  5. Anyone who has recently visited Asmara would agree with your observation. It is very obvious to note the street path holes, old side-walks with missing tiles, sand clogged storm sewer, and run-down buildings with old and faded wall paints, especially in Harnet Ave (Combishtato). Most building in Combishtato being antique will require lots of Money and professional architects and builders. However, no one is better equipped than shaebia to fixing road and side-walks. In this case, we may blame PFDJ for not fixing the streets and sidewalks since they are excellent at it. We Eritreans do want beautiful Asmara, provided there is enough resource to do the maintenance. The question is priority: what is the priority of a responsible government when faced with fixing the image of a city’s downtown versus solving the other commodity shortages such as water, food, heating oil, electricity and medicine? Solving the other commodity shortages is more important. However, maintaining street, side-walks, traffic lights, as well as storm sewer are very important not for looks, but for the safety of pedestrians and motorist. Am I entitled to be heard while comfortably living far away from Eritrea and complaining about the 2% OTHE Eritreans are contributing to their country of origin? I don’t think so! In any case, we all have the “right” to comment, but please, let’s not politicize the issue of maintaining the beauty of Asmara.

  8. I love my government and people but one thing is certain: Asmara's administrators are the most corrupt officials I've ever met. I hope Major General Philipos, who has been cleaning the government of corrupt officials and moles of late, adds the Asmara administrators on his list. These guys are completely stealing from the government, the people and the city. If you don't believe me, visit Asmara!

When I was in Asmara working for the municipality of Asmara in the master plan section, we raised the same question to the mafia leadership of the PFDJ and what they told us is childish.   13. It is good to see mandate in the "opposition camp" at least criticizing Asmara city administration. That adds a little credibility to your reporting and thank you. However, you should go a little further, use the medium for the good of the people. Speak up and free your consciousness. I was a die hard shabia at some point until I saw my country bleed to death and be lead by a man who never takes personal responsibilities for his failures.(Let me call my self Weyane komal before one of the brainless utter that word)

An alternative to Asmara city government investment could be enforcing the Asmara historic perimeter rules which would have maintenance of specified buildings within the boundary to a particular grade. Those failing to meet the grade could be repossessed and auctioned by the city authorities to another owner who would be chosen based on a combination of creditable assets, a business plan for maintaining the space to the grade fixed, and the auction price (which could partially be used to reimburse the prior owner for his dispossession). It seems like a fair method that leaves everyone better off (government, prior owner, future owner, and society).

  26. How many times have I said the same thing but I received insults from some people. Asmara the day before yesterday was not the same as Asmara yesterday. Asmara yesterday was not the same as Asmara today. It is getting worse and worse. I have pinpointed many deteriorated roads, buildings, bus stops, lights, electric cables..... and made the city looks like junk. For example, Why is it so difficult to construct public rest room?? What is the function of Municipality of Asmara? What about the ugly bus stopes that made the city looks "Aba Shawil" ? Why don't these people sitting in MazagajaBet Lear something from other cities around the world? I remember the bus seat in downtown of Asmara. It was made of marble and not long time ago it is removed and god knows where it ended up. Many people might not noticed the ashtrays clamped in the light pole when you were kids. I grew up close to Potego or near cinema Odion, so most of my childhood was spent between cinema Roma and Pasticheria Ugo. If you remember there were those who clean the streets had proper wheelbarrow painted in silver and proper uniform. The walkway's tile in the city was so amazing and in some area it looked like porcelain. It was so pleasant to play "Quattro porta" or four goals. This was my memory of Asmara in my very early teens. Today every time I go there, the city is looking worse and worse. It feels like it is going under. Sometimes I try to convince myself it is just I compare it to other places I visit, but if you look the older pictures of Asmara - the streets, buildings, trees.... It is way way different than today.
    The picture posted above is from August 2013, and I happen to be there on January 2013. The above picture is colored and edited on photoshop. The real streets, buildings... are dirty and worn. Even the red bus in the picture that looks clean is dirty.

  29. It’s the failure of the government that has given birth to. And I am happy that you came forward out of the common mass courageously to point the failures. But you have a little bit distorted the failure by presenting a red herring fallacy and diverting attention to the rank and files whose positions in the first place do not hold much weight in swaying the final decision making in the government.
    Notably I know some of them had taken initiative to go ahead without orders due to the slowness of decision making. The leaders at the TOP are whose incompetence and slow response to the problem has led to holes and ruins of the beautiful old city that should have been easily avoided. They are the ones in power they shoulder the responsibility for overall poor administration.

    I never been to Asmara since 1971, but there are still eye witness reports of bodies lying in ditches and along certain roads around. For sure
    this shouldn’t just be seen to the balance between the good works that
    municipality of Asmara does for the benefit of the society vs the misdeeds and failure to cover its tracks and save its ass. But what we need to comprehend here is that the government led by PFDJ simply couldn’t care more for the city and people Period.

Most of the buildings were owned by Italians,Eritreans, Greeks, Hebrews/Jews, Yemenis ..... but after the DERG came into power all of the big buildings and anybody who had more than one building/house with the exception of one residential house every thing was nationalised including schools,factories,cinemas ...After independence only those buildings/houses that were owned by Eritreans were returned to their owners after the owners have paid a big sum of money(the Government called it Tax I call it robbery) to the Government of Eritrea. And some of the owners could not afford the tax hence the government still owns it and gets income from it.I still don't understand why the owners should pay tax to get what is theirs and also as the buildings/houses were nationalised for 17 years any income from rent or otherwise was collected by the DERG/Ethiopia. Further more all the buildings, factories ... that were owned by other nationalities should have also been returned to them and if there was any kind of compensation from their respective governments the Government of Eritrea should still have returned to them with conditions like you can't sell it for 50yrs or have to upgrade it... .As most of the buildings in the main city centre are Government owned there will not be a new law that makes the building owners pay a fine if their building isn't well maintained .
    Note:
    1.There was a technical office (ufficio tecnico) which used to deal with planning ,maintenance ,inspection ...in the municipal office for all intents and purpose it was efficient than what they have now.
    2. The policy of the government is from outer to inner ( Asmara will be the last city to get attention they want to develop the cities ,villages,roads out side Asmara first).
    3. The construction business is at a standstill since 2006 most of the experts,architects,engineers ...have left the country.

  32. There is already heritage perimeter around the city I think it is 7km radius & most of the buildings are owned by the government.The incompetence of the planning office could be seen in the permission given to construct the Nakfa house which is out of place,out of character...

  33. How about next time we go to Asmara, we plan to do our share, just a tiny bit (like they say, every little bit helps and also it adds up)? How about if we sponsor a building paint it, or contribute financially in fixing it? I mean with out violating the rules and regulations of the city, with out stepping on any ones foot, we can contribute. That is what citizens do, don't they? even here people do fund raising when they want to do a community service. Positive criticism is good, like the article itself, but a helping hand goes a long way.
    We can help financially, technically, offering our expertise for free for a summer or something, coming up with ideas. BUT, ALWAYS NOT STEPPING OR INTIMIDATING those concerned. And above all, NEVER TO ASK, or EXPECT credit, or a red carpet treatment, just because you did just a little bit. The whole idea is to help out, cover up what is missing,

Correct me if I´m wrong but I heard people say, since the Eri govt. wants Asmara to be listed in the UN world heritage list and recieve funds for its improvement, the hold-up, is because of that. I say, since we know our history vis a vis the UN, let´s forget them and let´s do it on our own. AS USUAL.

The Government is not interested in restoring the buildings ,roads..nor looking after them , it has killed CARP(Cultural Assets Rehabilitation Project of Eritrea long time which was trying to raise funds to restore the old buildings.

    Number one is to distribute the available resources fairly to all zobas, and zoba administrators use that resource in an adequate way.

    It's high time GOE allocated some of the revenues from our resources

    to renovations. The resources belong to every single Eritrean so

    our country and people should be the beneficiaries.

    Another problem is the semi-shanty down area under CHERHI (ArbaAte

    conditions?

    Its a bit weird. as we all know, eritrea is a centralised country, lead by a totally centralised GOE- which is located in asmara. all important government departments etc. are located in asmara.   55. The city's administration did one thing right; they took down those ugly giant sandals statues...man what an eyesore that was..... I don't care that it had sentimental value, it needed to be removed. Now if they can only remove the nacfa building; that would be sweet!

  58. What I most hate about today's Asmara is :


    1.The people who come from allover with two chicken and some eggs on their hands and stand in between the busses and the cars and the crowd, to gain some coins illegally, while those who pay tax remain with no gain. How come ????


    2.The ladies who sell vegetables, YOUNG children who stand on sidewalks with some Whiteman "saint" pictures of Mikael, Gabiel, selling CIGARETTES and the DANGEROUS small pieces of Fewsi Anchiwa, where it can get broken easily affect the komidere, shugrti and the children on their back. Do you people care ?????


    3.Those who sell bread and vegetables standing on the sweage openings (fagnatura) in the middle of the day. When you ask a shopkeepers they tell you they have no bread to sell. why ????


    4.Those horses in the centre and their bad smell. Would you move them outside the city please ?????


    5.Those UNUSED new built empty market places. In some parts of Asmara, why??? and for how long they will remain empty ??? move those illegals to those places and make them pay small amount until you find some solution.



    Joined brains are the greatest resources of a country. Take concerned Eritreans innovative advice seriously and put in practice !

I forgot to mention about the cause of TBC fast spread among our people these days,the municipality have responsibility to check regularly all coffee shops and ask them keep clean and sterilise their tea/coffe cups properly before serving the public and inform the buss drivers/cashiers in the bus to keep all windows Half-OPEN before driving.

    I have to admit the leadership has no vision when it comes to city planning or architecture let alone restoration. GOE has recently produced some grotesque buildings together with the tacky firm called Gedem Construction, not to mention the hideous Korean buildings. Sadly we are witnessing world class deco buildings at their last breath before one day give up and crumble, we hope not. The best solution would be to joint venture with private developers such as the Qatari Diar, a sophisticated architecturally sensitive company currently working on a grand project to restore the old Massawa to its glory Ottoman days while adding modern utilities. Therefore, Qatari Diar is the only solution for Asmara or other cities in the country. Knowing how to shoot with AK47 is one thing but architecture is another planet, you need an expert.

    Qatari Diar has shown good design/planning progress on the revitalization of Massawa and it has also done magnificent projects all over the Middle East and North Africa. In addition to that, Qatar or Gulf States investors have close ties with Eritrea, even since back in the days of armed struggle 1960s, they have continued to favor Eritrea and are doing business despite the so called "sanction" imposed by those Rothschild imperialist.

So, while genuine criticism is valuably heard and comes with solutions, the blame and hatred you offer can have no market at all.
    It is not the content but the intent.
